The instruments that answer "is it live, and what is it doing". A digital multimeter is the general tool: voltage, resistance, continuity, and on an electrician's meter a non-contact voltage detector built into the same body so you can check a conductor before touching it. Solenoid and two-pole testers take a different approach - they load the circuit, so they read a genuinely live conductor rather than a ghost voltage induced from a neighboring run, which is exactly the false reading that gets people hurt on long parallel runs. That is why many crews carry both. Non-contact voltage pens are the first check rather than the last word: quick, one-handed, and capable of missing a live conductor behind a shield. Phase sequence and motor rotation meters answer a question a multimeter cannot, telling you the rotation of a three-phase supply before a motor is connected the wrong way round. Circuit breaker finders trace a circuit back to its breaker without turning off half a building. Prove every tester on a known live source before and after use.
